Donating OTR CD's to Local Library

Does anyone know what the law is regarding donating OTR CDs to your local library? Our library has an extensive CD collection, but no OTR. I asked them about it once, but they seemed reluctant, because of possible copyright laws.

Layman's opinion:

If the CDs were legally purchased, from "real" dealers, you can donate them.
If the CDs were home-burned copies of other material, they may violate copyright law.

I work with one of the local libraries. We had similar problems with donated videotapes and audiotapes. Unless they were in "retail wrappers", we trashed them.
