That was Gabriel Heater, a commentator for Mutual from the mid-'30s through the early '60s.

Gabriel Heatter (correct spelling) used this phrase primarilly in the early days of WW II, when all the news was bad for America. With the German and Japanese victories in Europe and in the Pacific, times were indeed gloomy for U.S. radio listeners. Heatter explained in his biography that he would diligently search for glimmer of hope, one tiny victory, each day and would lead off with that story.
