It was actually BLONDIE with Penny Singleton as Blondie and Arthur Lake as Dagwood. It was sponsored by Super Suds, with the ad jingle going something like this:

SUPER SUDS, SUPER SUDS LOTS MORE SUDS FROM SUPER SUDDDSSS.

I can't believe I blew this question! well, It Pays to Be Ignorant! Thanks to those of you who said, "Blondie". That sound you hear is me smacking my head...it was so obvious! I guess I was remembering Truth or Consequences on TV, which (I'm pretty sure) started with, "Hello out there. We've been waiting for you. It's time to play Truth (ding!) or Consequences (bzzz!)"
